How Could a Federal UK Work? Redrawing England to Prevent Regional Dominance

There has been renewed interest in the idea of a federalized United Kingdom. Although Scotland, Wales, and Northern Ireland already have their own devolved parliaments or assemblies that have different levels of sovereignty, the anomalous case of England stands out. Given that more than 84% of the population in the UK lives in England, a centralized England in a federalized UK will only create a hegemonic entity and thus render the whole project obsolete.
